The article deals with the unique situation in which a company producing shellfish cultivated in the Mar Piccolo in Taranto and selling it on the free market is managed by the town council – perhaps the only one of its kind in Italy. The initiative was short-lived due to the poor preparation of the managers and obstruction by speculators interested in regaining the private management of the Mar Piccolo waters. However, this brief experience had important consequences on the society and economy of Taranto, even suggesting a new system of mixed income linked to the profitability of the business.

Abstract
