Aim of this work is to provide a quantitative assessment of the impact that the development of a production or service sector causes within a country or a larger geographical area. The measure that the impact causes is studied through various indicators and this measure mainly takes into account the degree of sustainability that the production sector or service taken into consideration respects in its progress. The model on which this work is undertaken uses some functions that can best represent and measure the progress of the development indicators that are examined. In order to better attribute a value to the level of sustainability in the tourism sector, it was decided to put the following elements under analysis: the quality of the environment, the quality of life, the cultural level, the level of infrastructure and the of wealth of the population. For each of these indicators, a series of variables closely linked to them are evaluated and this evaluation will be measured according to intrinsic sustainability. The tourism sector, in particular in Albania, in this historical phase is receiving strong development pressure, it is believed that it can be put under observation and be a good test case for the model itself that is proposed in this work, with results certainly satisfactory. To direct this work in making use of some functions that allow to provide reliable evaluations, even from a random point of view, was an evaluation system coherent with the stochastic basic rule. a rule that characterizes every human phenomenon and that, to a different extent than its components, also affects the tourism sector. The main objective of the work is therefore to be able to provide some evaluation elements to be used both in a planning phase of political and governmental choices and in an implementation and management phase of resources. To give an example, think of the PNRR plan or other potential forms of intervention for a Country that looks carefully at the quality of life and the environment of its community.
