The Greater London Authority, created by the Greater London Authority Act 1999, re-established democratically elected metropolitan governance for London creating a city-wide Mayor with responsibilities for several strategic services, an Assembly intended to scrutinise the executive powers of the Mayor and four functional bodies. On 13 July 2006 the Government published a Policy Statement to review the powers of the London Mayor and Assembly: the proposals intended to increase the Mayor’s strategic roles in relation to housing, health, planning, culture, climate change, waste and the environment. The Bill, designed to give legislative effect to the statement, will also enhance the powers of the Assembly allowing it to set its own budget on a two thirds majority and to hold confirmation hearings with candidates for key appointments to be made by the Mayor. The Mayor will be subject to an explicit duty to have regard to responses to his strategies from the Assembly and the functional bodies.
