The debate on strategies for cities, their surrounding territory and the environment as well as for the organization of regional planning requirements has intensified over the last few years in Europe. The objective is to both insert the fragmented policies of territorial transformation within a coherent framework and to (re)define the urban image and identity, in such a way as to facilitate the revival, conversion and competitiveness of local systems. We are currently experiencing a transition phase as to the methods for a strategic approach to the governance of cities and their territory. Today, wide area planning and strategic plans are a novelty in the field of urban tools and have been welcomed due to a feeling of dissatisfaction with the traditional planning process and which the innovative tools proposed by strategic planning address. This new generation of plans adheres to a wide area planning approach. It goes beyond the urban and territorial organization to tackle such issues as problems connected with social inequalities in the areas of education and vocational training, health care, security, energy policy and economic support to rural periurban areas. The process is based on co-operation between public and private bodies who define a shared development path, singling out strategic goals and undertaking a series of integrated actions.
