From the beginning to date, one of the major constitutional problems in Brazil is represented by the inequalities among its Macro-Regions (Regiões). In fact, this has been the main cause of important internal migratory processes, that produce serious social exclusion and marginalities even in the most developed areas of the Country. The solution of this problem and of its side effects is a fundamental part of the “fight for the Constitution” that democratic Brazil has undertaken, but the desired result is still far from reaching. The action of the current Government is characterized by a positive approach that, however, seems to be defeated by some relevant technical issues.
