The essay addresses the difficult problem of application of the financial reforms imposed by the French legislature (1806-08) in the Naples Kingdom provinces. The mistaken view that the provinces of the kingdom were rich, involved a heavy contingent of calculating the proportional contribution of land. The study is focused on the Terra d'Otranto through the examination of the minutes of the General Council of the Province, by an anonymous dossier de statique and the statistical reports of Oronzio Gabriele Costa.
