This dissertation explores the role of industrial policies and corporate strategies in the electrification of the Italian automotive sector, with the aim of understanding how these can foster a more sustainable and competitive mobility system. It specifically investigates the extent to which current Italian industrial policies are capable of supporting the automotive supply chain through the dual ecological and digital transition, and what systemic effects they may generate on national competitiveness and public health expenditure. The first chapter examines national and European industrial policies, identifying strengths and weaknesses in the strategies designed to support sectoral transformation. The second chapter focuses on how structural characteristics of firms—such as size, territorial location, and ownership—affect their capacity to adapt, highlighting the dualism between large corporations and SMEs as well as territorial disparities. The third chapter presents an empirical analysis based on surveys conducted by the OTEA Observatory, which capture firms’ perceptions and priorities concerning the ecological, energy, and digital transitions. Findings indicate that the most effective policies are integrated ones—those that combine incentives for technological innovation, workforce training, reskilling, and infrastructure development. The dissertation argues that industrial reconversion should be understood not merely as an environmental obligation but as a social investment capable of reducing negative externalities on both the environment and public health. In this sense, the electrification of the Italian automotive industry emerges as a strategic lever for sustainable, competitive, and socially inclusive development.
La tesi analizza il ruolo delle politiche industriali e delle strategie d’impresa nel processo di elettrificazione del settore automotive italiano, con l’obiettivo di comprendere come queste possano contribuire a una mobilità più sostenibile e competitiva. Il lavoro si interroga in particolare su quanto le politiche attualmente adottate in Italia siano in grado di accompagnare la filiera automobilistica nella duplice transizione ecologica e digitale, e quali effetti sistemici esse generino sulla competitività economica e sulla spesa sanitaria nazionale. Il primo capitolo esamina le politiche industriali a livello nazionale ed europeo, individuando punti di forza e limiti delle strategie di supporto alla trasformazione del comparto. Il secondo approfondisce il ruolo delle caratteristiche strutturali delle imprese – dimensione, localizzazione e proprietà – nel determinare la capacità di adattamento alla transizione, evidenziando il dualismo tra grandi gruppi e PMI e le disparità territoriali. Il terzo capitolo presenta un’analisi empirica basata sulle indagini dell’Osservatorio OTEA, che ricostruiscono le percezioni e le priorità delle imprese rispetto alla transizione elettrica, energetica e digitale. I risultati mostrano che le politiche più efficaci sono quelle integrate, capaci di combinare incentivi per l’innovazione tecnologica, la formazione, la riqualificazione del lavoro e lo sviluppo delle infrastrutture. La tesi propone una visione della riconversione industriale non solo come obbligo ambientale, ma come investimento sociale in grado di ridurre le esternalità negative sull’ambiente e sulla salute pubblica. In questo senso, l’elettrificazione dell’automotive italiano rappresenta una leva strategica per uno sviluppo economico sostenibile, competitivo e orientato al benessere collettivo.
