The article analyses the Italian regional system of government thirty years after the regional electoral reform (l.n. 43/1995), taking the 2025 regional elections as a vantage point for broader constitutional reflections. After tracing the origins and record of the directly-elected-president model, the article highlights its leader-centred feature, tempered by the term limit, whose scope was recently clarified by the Constitutional Court. The discussion turns to the link between the personalisation of politics and the presidentialisation of government systems, reading regional developments against the backdrop of the national parliamentary system. A comparison between the two tiers reveals a distinctive dichotomy: the rigidity of the regional system versus the fluidity of the national one. The article concludes by questioning the sustainability of a model that systematically prioritises governability over representativeness, also in the light of the latest prospects for national electoral reform.
