Regione Puglia, with regional Act n. 17/2006, governs the structure and planning of the coastal zone by requiring the adoption and approval of the regional plan of the coast (PRC) and the municipal plans of the coasts (PCC). The exercise of concession activities, pending the establishment of the PCC, can not be omitted from the municipalities that may rule following the general instructions contained in the PRC. TAR Lecce, in application of the regional legislation, criticized the conduct of local governments that have denied the measures for the issuance of state maritime concessions on the basis of the absence of the relevant municipal plan of the coasts.
