Procedures are reinforced whenever it is not easy to know the objective reality, but only its representation. In this sense, even artificial intelligence, escaping clear conceptualisation, thrives on procedures that are systematically and logically (for human thought) obscure, thereby allowing many contents to be given form. Thus, procedures, such as algorithmic ones, are not neutral at all. Yet procedures also have their own ontology. Starting from considerations of proceduralism as a hallmark of postmodernity, the chapter analyses the procedural response of European legislation to digital issues, showing its inadequacy. The work concludes with an anthropocentric-symbiotic vision that is still procedural in nature, but in a higher sense, because human structures for understanding, classifying, and ordering reality, including information, are also procedural.
