From contexts in which CSDP missions have operated, it is worth noting the centrality that the EU recognizes in the control of the movement of people, together with border controls of the activities of criminal networks and the fight against terrorism. This juxtaposition of migration with criminal phenomena denotes a security logic in the management of the movement of people, perceived as a threat to the Union itself. The increase in funding for the security management of the migratory phenomenon is in line with the overall increase in Funds allocated to the sectors of internal and international security. The allocation of expenditure from the Funds of the current financial framework leads to a reduction in the configuration, ex Articles 2 and 21 TEU, of a Union that operates with a normative and soft power to spread and affirm its values within the Union as well as outside
Da contesti in cui hanno operato missioni dell’UE è rilevabile la centralità che è riconosciuta da questa al controllo dei movimenti di persone insieme ai controlli alle frontiere delle attività di reti criminose e alla lotta al terrorismo. Tale accostamento delle migrazioni a fenomeni criminosi denota una logica securitaria nella gestione dei movimenti di persone, percepiti come minaccia per la stessa Unione. L’incremento dei finanziamenti per una gestione securitaria del fenomeno migratorio è in linea con l’incremento complessivo dei fondi destinati ai settori della sicurezza interna e internazionale. La destinazione di spese dei fondi del quadro finanziario attuale induce a ridimensionare la configurazione, ex articoli 2 e 21 TUE, di una Unione che operi con un power normativo e soft per diffondere e affermare anche all’esterno i propri valori.
