The essay deals with a letter sent by Togliatti to the Soviet authorities about the management of the Hungarian crisis. This letter, recently found in Soviet archives, has been interpreted as important in the Soviet decision to occupy Hungary. The essay suggests a different interpretation of Soviet decision -making and of Togliatti's role. Togliatti's reading of the Hungarian events is explored in public articles and private PCI meetings. Togliatti is here seen as rather influencial to keep the PCI aligned with Moscow in spite of internal dissent. On the other hand Togliatti seems to have had a limited room of manuever to keep the PCI united. The widespread idea that Togliatti could have changed course of the PCI by chosing a socialdemocratic line at that point is here considered unpersuasive, because of the Cold War context.
