La crisi dettata dal virus. Riflessioni sulla politica nell'emergenza

The essay aims to provide some elements of reflection on the political consequences of the Coronavirus emergency, which suddenly hit the world community in 2020. The Italian experience has been examined here in particular. The sometimes drastic decisions that were taken, such as lockdowns, were not an arbitrary choice, but an attempt to remedy the unpreparedness of the structures (health, social, etc.), for which a plan had never been seriously prepared to prevent events such as pandemics. The political decisions resulting from the emergency have had an impact – even beyond the foreseeable – on social cohesion, on people's sense of security, and have risked activating ancestral distrust towards anyone who appeared “outsider” to the circle of individuals' acquaintances; some measures, distinguishing between essential and other “expendable” services, have also established surreptitious hierarchies of value, which could have consequences well beyond the narrow perimeter of the emergency. Another important issue mentioned in the essay is the relationship between science and politics, which must be rethought, avoiding both the risks of “technocratic” drifts and the overvaluation (also media) of the detractors of science, who in reality remain marginal. The “technical” choices, increasingly numerous and inevitable in our complex realities, must be assumed with transparency, without presuming a priori that the public does not have the skills to receive adequate and complete information.

Il saggio vuole apportare alcuni spunti di riflessione sulle conseguenze politiche dell'emergenza da Coronavirus, che ha colpito improvvisamente la comunità mondiale nel 2020. Si è presa in esame qui specialmente l'esperienza italiana. Le decisioni talora drastiche che sono state assunte, come i lockdown, non sono state una scelta arbitraria, ma un tentativo di porre rimedio all'impreparazione delle strutture (sanitarie, sociali, ecc.), per le quali non era stato mai predisposto seriamente un piano per prevenire eventi come le pandemie. Le decisioni politiche scaturite dall'emergenza hanno avuto un impatto – anche oltre il prevedibile – sulla coesione sociale, sul senso di sicurezza delle persone, e hanno rischiato di attivare ancestrali diffidenze nei confronti di chiunque apparisse “estraneo” alla cerchia di conoscenze dei singoli; taluni provvedimenti, distinguendo fra prestazioni essenziali e altre “sacrificabili”, hanno inoltre stabilito surrettizie gerarchie di valore, che potrebbero avere conseguenze ben oltre lo stretto perimetro dell'emergenza. Un'altra importante questione accennata nel saggio è costituita dal rapporto fra scienza e politica, che deve essere ripensato, evitando sia i rischi di derive “tecnocratiche” che la sopravvalutazione (anche mediatica) dei detrattori della scienza, che restano in realtà marginali. Le scelte “tecniche”, sempre più numerose e inevitabili nelle nostre realtà complesse, devono essere assunte con trasparenza, senza presumere aprioristicamente che il pubblico non abbia le competenze per ricevere informazioni adeguate e complete.
