In the light of the constitutional bill of “elective premiership”, the article analyzes the pivotal role, in the cabinets, of the leader and/or parties coalition. With this aim, we compare the Spanish and Italian national and regional systems and we observe that the first find a solution to the stability crisis in the fluidity that is a proper feature of parliamentarism, while the later resort to institutional tools that stiffen the systems by placing them at the borders of the parliamentary form of government.
