The essay gives an account of the experience gained within the RUIAP (Italian University Network for Lifelong Learning) of participatory construction of evaluation questions and evaluation indicators of Lifelong Learning in favor of the associated Universities. Through a specific working group and "Service Laboratories", guidelines have been developed, to be used by Universities for their purposes of social reporting, as well as for the upcoming VQR - TM 2020-2024 evaluation exercise. The debate and the deepening within the Network have been accompanied by methodological and content insights conducted with the AIV (Italian Evaluation Association) and ANVUR (Italian Agency for the Evaluation of the Universities and Research) itself. These activities produced useful reflections and improvements to the text of the VQR Call. Among the results achieved, the deepening of evaluation models of social effects of the activities of the Universities of more general use than Lifelong Learning, and the increase in awareness into the Universities of the importance of evaluation for the improvement of interventions and social accountability toward the stakeholders.
