The essay aims to verify how the leverage of economic and regulatory benefits has merged with the recent legislative interventions in the field of active, passive and employment policies towards the pursuit of the programmatic objectives identified by the EU and the NRRP to stimulate companies to embrace a culture of ‘training’ and to invest in human capital with a view to transitional protection, aimed not only at protecting workers from occupational risks or job loss, but also at promoting the development of transition skills suitable to increase their employ-ability.
Il saggio si propone di verificare come la leva dei benefici economici e normativi si sia saldata con i recenti interventi legislativi in ambito di politiche attive, passive e per l’occupazione per tendere al perseguimento degli obiettivi programmatici individuati dall’UE e dal PNRR di stimolare le imprese ad abbracciare una cultura della “formazione” e di investire sul capitale umano in un’ottica di tutela transizionale, volta non solo a proteggere i lavoratori dai rischi oc-cupazionali o di perdita del posto di lavoro, ma anche a promuovere lo sviluppo di capacità di transizione idonee ad aumentarne l’occupabilità.
