In this paper, a Competency Based Human Resource Management (CBHRM) model will be exposed; four case studies are presented below, to verify the level of application and transversality of the Competency Based human resources management models. The presentation of the model and the analysis of the case studies aim to build a conceptual reference for professionals and researchers. Professionals can use the results presented in this work to design and implement CBHRM models and manage human capital in administrations more effectively. For researchers, this article provides insights for further research on how skills-based human resource management can influence the improvement of government performance.

Abstract
