IL NUOVO CORSO DELLE POLITICHE DI CONTRASTO ALLA POVERTÀ: DALLA LEGGE DI BILANCIO PER IL 2023 ALLA LEGGE DI CONVERSIONE DEL C.D. “DECRETO LAVORO”

The contribution examines the evolution of policies to combat poverty, with specific reference to the discipline establishing the Inclusion Allowance and the Support for Training and Employment, introduced by Decree-Law no. 48/2023 and partially amended by the law converting the decree (l. no. 85/2023), in order to bring out the elements of continuity and discontinuity with respect to the institutes of the Citizenship Income and Pension, as well as in order to make an assessment – at the moment only prospective – regarding the adequacy of the new measures to address the phenomena of social marginality

Il contributo esamina l’evoluzione delle politiche di contrasto alla povertà, con specifico riferimento alla disciplina istitutiva dell’Assegno di Inclusione e del Supporto per la Formazione e il Lavoro, introdotta dal d.l. n. 48/2023 e parzialmente modificata dalla legge di conversione (legge n. 85/2023), nel tentativo di far emergere gli elementi di continuità e di discontinuità rispetto agli istituti del Reddito e della Pensione di Cittadinanza, nonché allo scopo di avanzare una valutazione – allo stato attuale solo prospettica – in merito all’adeguatezza delle nuove misure di fronteggiare i fenomeni di marginalità sociale.
