The paper analyses the evolution of UN peacekeeping operations to respond effectively to new challenges in hostile environments. Although consent of the local parties, impartiality and the use of force only in self-defence remain the bedrock principles of peacekeeping, modern operations are usually characterized by a proactive, preventive and pre-emptive use of force to defend the safety of peacekeepers and civilians, and the mission’s mandate. This shift towards more robust mandates has not always meant more successful missions. Therefore, in order to strengthen peacekeeping as an invaluable instrument for peace and security, the paper suggests that the New Agenda for Peace can help build a structural reform to the peace and security apparatus through a greater involvement of peacekeeping operations in more effective strategies for conflict prevention, in both the long and short terms
