A New Step Towards the Mutual Recognition of Family Relationships: The Proposal for a EU Regulation in Matter of Parenthood This paper analyzes the recent Proposal for a Council Regulation in matter of parenthood. The main objectives of the Proposal are to ensure that the parenthood established in a Member State is recognised in all other Member States for all purposes and to strengthen the protection of the fundamental rights and other rights of children in cross-border situations. In this regard, the present essay aims to verify whether the provisions envisaged in the Proposal are suitable for achieving its purposes. Furthermore, the paper underlines the elements of novelty of the Proposal or, on the contrary, those of continuity with respect to other regulations adopted by EU in the field of civil judicial cooperation in family matter. Finally, the essay explores the impact of future EU regulation on the parenthood on Italian rules on the same subject provided for in the law No. 218 of 1995.
