This essay, after China's recent efforts to enact a competition policy (antitrust) law, considered what is the substance of the proposed law, how does it differ from existing European antitrust law and what will be the likely effcts of this law given China's unique history and cultural heritage. In this perspective, this paper outlines a parallelism between the provision for the application of the competition rules to public undertakings and public monopolies to which Ue and China grant special or exclusive rights.
