The new Cap 2023-27 continues and emphasizes the review processes undertaken in 1992 with the MacSharry reform and later with the Fischler reform, deviating from the previous programming for the participatory approach used in the design phase, the marked “nationalisation” of the implementation choices, the greater attention to the protection of the environment, biodiversity and animal welfare. With regard to the system of direct payments, the new programming foresees substantial changes, linked to the reduction of basic support and aimed at redistributing the support between territories and production orientations. In addition, the basic support is greatly reduced, relying on eco-schemes the role to complete direct support by providing resources on the basis of environmental requirements of farms in line with to the concept of multifunctionality. Another new element is the introduction of new objectives relating to both risk management and social sustainability with an extension of conditionality to the social sphere that binds the possibility of receiving Community aid to compliance with the rules of Eu and national legislation on the working and employment conditions of agricultural workers and on safety and health at work.
