It tries to justify the passage from a text such as “Parliament and government” to “The future institutional form of Germany”, that is, from the parliamentarian proposal within the constitutional monarchy to the direct election of the prime minister. At the center of this passage is the tension between the bureaucratization process and the ‘energetic’ impact of the political dimension.
