In Spain, immediately after the solemn swearing in of Ferdinand VII, a Junta Provisional (8 March 1820) was appointed to accompany the action of the government of the «presidiarios» and lead to the installation of the Cortes. In Naples too, the transition to the constitutional regime was guaranteed by the institution of a Provisional Government Council, whose composition and functions were defined by three successive decrees, issued between 9 July and 8 August 1820. Consisting of 15 members, all chosen by the Vicar, it carried out its functions until 30 September. However, its activity was hindered by the government’s desire to assign it only advisory tasks and was often marked by internal differences of opinion in the implementation of its reforms. By briefly reconstructing the activities of the Council, the work aims to highlight the fundamental role it played in the delicate phase of the transition to the constitutional regime
Come era accaduto in Spagna dove, immediatamente dopo il solenne giuramento di Ferdinando VII, si era provveduto a nominare una Junta Provisional (8 marzo 1820) che accompagnò l’azione del Governo «de los presidiarios», traghettando l’insediamento delle Cortes, anche a Napoli la transizione al regime costituzionale venne garantito dall’istituzione di una Giunta Provvisoria di Governo, la cui composizione e le cui funzioni furono definite con tre decreti successivi, emanati tra il 9 luglio e l’8 agosto 1820. Composta da 15 membri, tutti scelti dal Vicario, svolse le sue funzioni fino al 30 settembre ma la sua attività fu contrastata dalla volontà del Governo di assegnarle solo compiti consultivi e fu spesso segnata da divergenze di opinioni interne nell’attuazione delle sue riforme. Il lavoro si propone, ricostruendo in sintesi l’attività della Giunta, di metterne in evidenza il ruolo fondamentale che essa ebbe nella delicata fase della transizione al regime costituzionale.
