During the 1780s, Marseille witnessed a conflict between the Chamber of Commerce and two merchants in partnership, originally fron Liguria but longtime Marseillais citizens. they found it difficult to be accepted by the local merchant community because of the hostile attitude adopted by the Chamber of Comerce which continued to refer to them as "foreigners", showed no confidence in them and accudes them - as Genoans - of being dishonest. despite obvious diferrences in the strenghts and ressources of the parties in conflict, the outcome was unexpected: the two merchants were able to take advantage of France's institutions and, by a close reading of legislation and of administrative options, foiled the attacks by the Chamber of Commerce.
