The social and economic situation affecting Italy and other European countries is deeply questioning the functioning of health protection systems. Technological advances and social and epidemiologic changes on the one hand, and fiscal obligations on the other, question the effectiveness of the rights of citizenship and the setting of priorities. Starting from these issues, the following analysis will focus on the evolution of welfare systems in their transition towards the so-called modernity characterized by a large number of freedoms and personal rights, often in contrast with the value of solidarity.
