The paper deals with the governance of the Next Generation EU. After some remarks on the EU emergency measures aimed at countering the pandemic crisis, essential features of the Next Generation and the Recovery and Resilience Facility are examined. Then, the governance model is reviewed in three different times: the borrowing activities, the assessment of the National Recovery and Resilience Plans, and the monitoring of the proper implementation of those Plans. In conclusion, light is shed on the reorientation of economic governance within the EU, the predominant role of the Commission and the correspondent limited role of the European Parliament, the existence of different conditionalities compared to those of the “old” economic crisis, and the great attention that Member States must pay to the correct use of common resources.
Il contributo esamina la governance europea del Next Generation EU. Premessi alcuni cenni agli interventi emergenziali dell’UE per contrastare la crisi pandemica, vengono esaminati i caratteri essenziali del Next Generation e del Dispositivo per la ripresa e la resilienza, per poi analizzare il modello di governance nelle tre fasi del reperimento delle risorse, dell’approvazione dei Piani nazionali di ripresa e resilienza e del controllo della corretta attuazione di tali piani. In conclusione, si evidenza la riconduzione della governance economica in seno all’UE, il ruolo preponderante della Commissione e quello poco incisivo del Parlamento europeo, la presenza di condizionalità diverse rispetto a quelle della “vecchia” crisi economica e l’attenzione che gli Stati devono porre al corretto utilizzo delle risorse comuni.
