The evolution of the international economic scenario, characterized by a strong imbalance between industrialized countries and less developed ones, and within these latter by the persistence of political, religious and ethnic discrimination, has intensified migration flows towards western regions. With particular reference to the Italian scenario, the binomial immigration-agriculture, two dynamic and complex realities, is a pressing challenge for the development of our society. On one hand, the influx of immigrants represents a response to the structural problems of Italian rural areas, such as the aging of the population and rural depopulation; on the other hand, the lack of a coherent immigration policy, based on social inclusion and effective rights protection, reduces these immigrants to a mere "resource" for the persistence of an “unsustainable” production system, one that generates continuous human rights violations and social tensions. In order for an effective shift in methodology to be put in place, a pathway towards systemic innovation should be encouraged, capable of stemming the proliferation of precarious employment, thus promoting the autonomy of agricultural systems and reducing their vulnerability. Starting from a quantitative outline of the phenomenon of immigrants employment in the Italian agricultural sector and from an analysis of the peculiar characteristics of the same sector, together with the case study of Terraingiusta Report, an in depth reflection is carried on in order to devise and evaluate innovative ways of making a "diagnosis" of social and economic crisis factors. The final aim is the development of a sustainable territorial governance, capable of integrating rural development policies and social inclusion ones, as well as fostering an effective “bottom-up” participation.
