All'interno del Piano SET, l'insieme delle politiche riguardanti il ​​settore delle tecnologie energetiche, l'iniziativa “Smart Cities” è promossa dall'Unione Europea per mettere in atto una serie di azioni per migliorare la qualità della vita nelle aree urbane. L'iniziativa abbraccia diversi settori, dall'edilizia energicamente efficiente, alle infrastrutture energetiche e alla mobilità sostenibile, con il finale obiettivo di conciliare competitività e sviluppo urbano durevole. In un approccio dal basso verso l'alto, il coinvolgimento partecipativo dei cittadini è fondamentale per migliorare realmente il patrimonio culturale delle aree urbane e la loro promozione turistica, partendo dal presupposto che i residenti siano i primi fruitori degli spazi urbani e, quindi, possono essere considerati turisti stessi. In un approccio Smart City, questo coinvolgimento richiede necessariamente l'uso delle ICT (Information and Communication Technology), dalla fase iniziale di “ascolto” e progettazione, allo scambio di informazioni utili in merito alla segnalazione dei punti di criticità (scarsità di infrastrutture, scarso deor urbano), alla promozione di località e destinazioni attraverso strumenti semplici come blog e social network, in tempo reale. In questo quadro la candidatura di Bari come Smart City, insieme alle iniziative ad essa collegate, mostra le enormi potenzialità dell'uso delle ICT nel creare e rafforzare nei cittadini un sentimento profondo dell'identità e del legame con il territorio; questa percezione rappresenta il punto di partenza per la maggior parte delle misure efficaci di valorizzazione turistica degli spazi urbani.

Within the SET-Plan, the set of policies regarding the energy technologies sector, the initiative “Smart Cities” is promoted by the European Union to put in place a series of actions to improve the quality of life in urban areas. The initiative embraces different sectors, from high energy efficiency construction industry, to energy infrastructures and sustainable mobility, with the final objective of reconciling competitiveness and durable urban development. In a bottom up approach, the participatory involvement of citizens is fundamental to really improve the cultural heritage of urban areas and their touristic promotion, starting from the assumption that residents are the first users of urban spaces and, therefore, they can be considered as tourists themselves. In a Smart Cities approach, this involvement requires necessarily the use of ICT (Information and Communication Technology), from the initial “listening” and planning phase, to the exchange of useful information regarding the signalling of points of criticality (scarcity in infrastructures, poor urban deor), to the “real time” promotion of locations and destinations through simple instruments such as blogs and social networks. In this framework the candidacy of Bari as Smart City, together with the initiatives linked to it, shows the enormous potentiality of the use of ICT in creating and strengthening in citizens a profound feeling of identity and the connection with the territory; this feeling represents the starting point for the most effective measures of touristic valorization of urban spaces.
