Abstract

The UN partnership with the AU in the field of maintenance of peace and security is characterized by a relationship of dependence of the regional organization on the resources provided by the universal one (as well as by other organizations, such as the EU and NATO, and some States). This affects the operations of African organizations. The rules of the AU Constitutive Act can be used as the basis of a partnership with the UN, characterized by the primacy of the PSC compared to the organs of other regional and subregional African organizations that have the responsibility of maintaining international peace and security. The constant practice of combining the relevant EU and UN acts shows that the Security Council has accepted the EU’s management system for operations. The EU is currently engaged in several missions in Africa and provides funding to support conflict prevention, crisis management and capacity building. Therefore, a different type of partnership in terms of contents is established between the UN and the AU, on the one hand, and between UN and the EU, on the other. In fact, the EU tends to position itself in relation to regional and sub-regional African organizations on the same level as the UN
