The paper analyzes the recent changes made to the appeal by the d.l. n. 83/2012, particularly focusing on the so-called "filter" and the explanation required for the notice of appeal. The conclusion I draw is that the new rules will have no relevant effect on the average length of proceedings of the second degree.
