The essay dwells upon the elements that characterize international organizations and the role they play in contemporary international law. It is well known that international organizations, unlike states, are not necessary entities of international law, although it is reasonable to believe that, if the organizations were not to exist, there would be a need for them to be invented. Historically there are both a ‘strong’ and a ‘weak’ model of international organization. The analysis carried out confirms the persistent role of the will of States in the creation and functioning of organization. Furthermore it shows how their ‘strong’ model is not necessarily destined to be the prevailing one.
