Long term care in Puglia: il modello del familismo ibrido

The Apulian Long term care model could be called "hybrid familism". There seems to be a division of labor between the different welfare players: public bodies are programmers and providers of monetary resources; social enterprises are delegated the management of the assisted residences system; the third sector manages home care projects and the little-used day care centers; caregivers are delegated the care of a substantial part of the elderly who are not self-sufficient. But above all, the burden of care for older relatives falls on women in the family and, in return, part of the pension income serves to supplement the family budget. But the hybridization of familism no longer seems to be sufficient: there will be a need for a more responsible welfare system that promotes greater systemic collaboration between the various subjects and fosters the active protagonism of new actors who will increasingly have to integrate the role of family care.
