Italian local governments are being increasingly required transparency by their communities. Here, the Italian accounting principles are analyzed as to their openness to innovative, external accountability tools. Subsequently, the Citizens’ Report of the City of Milan is compared to that of the City of Memphis, to verify whether the structure and contents of the former are appropriate to transmit technical information to non-specialists, like most citizens are.

Abstract
