The expert opinion is a test tool, if it translates into a convincing, motivated, documented, usable, controllable and understandable report on the content and methods of data collection, exposure and the method used. The expert or consultant must be endowed with specific technical, scientific or other skills, and perform an activity that materializes not only in the performance of material activities requiring a certain degree, more or less high, of technical capacity, but also and above all the critical evaluation of the results of these activities. The article proposes a survey of problems, shortcomings, contradictions, limits, in the execution of the delicate expert activity on behalf of Judicial Offices which, if not inspired by rigorous scientific methodology, can cause considerable damage not only to subjects subjected to expert activity , but to all the actors of the complex judicial system and to the decline and implementation of all the judicial activity.
