Regional agreements represent a fiscal rule flexibilization of budget balance in order to support local investment spending. Such instrument allows local autorithies in surplus of financial spaces to give the latter to deficit institutions of their region so that they are used to make investments. This paper analyzes the experiences of the first year of enforcement of the regional agreements, focusing on the administrative procedures implemented and on the amount of the compensating spaces. In particular, we investigate the regional role in identifying strategic sectors on which to focus public investment and the need to introduce State incentives to stimulate regions in the transfer of financial spaces to local authorities.
