The work focuses on a classical and central theme for the science of public and constitutional law, namely how the political system affects democracy in its effectiveness. The traditional parties no longer exist and the existing ones are often outside the perimeter traced by the articles 49 and 18 of the Constitution. They are no longer the place for the comparison and elaboration of the company project, but in the best of hypotheses electoral cartels used to access public offices through choices that are not transparent and always less inclusive. Citizens are increasingly identified in the current party system and are unwilling to engage in their activities; the parties are still the tools to achieve control of the institutions. Studying the paths that characterize the parable of political parties in Italy also in the European perspective and the hypothesis of regulation of their legal discipline allows a reflection on the democracy of the present and of the future.
