The economic course of a city, together with its social and cultural heritage, have always represented the expression of the identity of places and the sedimentation of their relations with neighboring countries. These characteristics have changed over time as a strategic value by generating competition between local systems based on innovative sustainable development paths, where such heritage is not only adjectives but a newfound land use and development opportunities. It is, therefore, directing the planning processes to include increasingly broad objectives that enhance the possibilities of relationships between different areas. The aim of the projects and urban policy becomes, therefore, the construction / reconstruction of an image and an urban context in which they are inserted, sometimes with new meanings, old items or new parts of the city. In the vision of the city as a laboratory for developing new policies, Bari has assumed a growing role as a partner in European projects and bank involving the Adriatic. The present work aims to highlight the renewed centrality of the city of Bari as a crossroad in the flow of information, goods and transport that are affecting the western and eastern Europe, particularly the Balkans.

Abstract
