For over two decades, the UN Security Council has adopted resolutions with large opera-tional mandates in reconstruction processes of State structures; i.e., mandates with measures of post-conflict peacebuilding. This expression cannot be regarded in itself emblematic of operational contexts, nor could it be taken as a certain indication of the ending of the conflict. Operational functions cover various aspects (humanitarian; in favour of the return of refu-gees; for the protection of human rights, in the assistance and protection of the civilian population; in electoral matters, control activity of the internal public order and on state administrative structures; local government activities, adoption of measures for the reinte-gration of the armed forces of the warring parties in civil society, as well as in economic and social matters), variable quantitatively and qualitatively depending on the case in point. Among the on-going operations with complex tasks, it is worth remembering the MI-NUSTAH, the MINUSMA and MINUSCA. The main feature of the administration missions consists in the exercise of legislative and executive powers, and the adoption of acts by which the missions exercises the final deci-sion-making authority; this may also occur in some experiences in which the missions are not denominated as administration. To qualify an operation as a territorial administration it is not sufficient to have regard to the nomen of the mission, even if the same constitutes a prima facie indication and, like-wise, the resolution of the Security Council can come into play. Since the experiences taken into consideration are of an empirical nature, it is worth con-sidering the functions actually performed and the practical means of exercising them. The resolutions and agreements examined include measures on economic matters. The acts in question can be distinguished according to the role performed by these measures. The fact that the provisions in question have different content and operate in contexts dif-ferent from each other leads us to reject an approach that cumulatively examines those provisions. It is preferable to adopt an approach which would allow to focus on the differ-ent situations in which the resolutions of the Security Council and the economic measures contained in them are applicable (or have been applied).
