Roma ed il Mediterraneo: Sicurezza e Circolazione

La nascita e l’espansione della flotta militare e mercantile richiese una specifica regolamentazione giuridica, assicurata dal sistema della civitas, già esistente, e da nuove normative specifiche, le quali erano particolarmente incisive e copiose negli ultimi decenni della Repubblica e nella metà del I sec. d.C. In questo arco temporale nascevano i primi tentativi giurisprudenziali di definizione concettuale del litus maris e della sua estensione e furono elaborati interventi pretori finalizzati alla regolamentazione dell’uso del mare e, quindi, alla navigazione ed al commercio marittimo. Ne conseguì un quadro articolato del quale si è inteso delinearne alcuni profili.

The birth and expansion of the military and merchant fleet required a specific legal regulation , assured by the civitas system and new specific regulations , which were particularly incisive and copious in the last decades of the Republic , and in the mid first century A.D. In this period arose the first jurisprudential attempts conceptual definition of litus maris and its extension and were processed interventions of Roman praetors aimed at controlling the use of the sea and , therefore, to navigation and maritime commerce . The result was a situation articulated of what it was intended to outline some profiles.
