Adhering to A. M. Sandulli’s thought, the study reconstructs the interrelations, on the level of values, of the organizational discipline and the regime of protection, existing between “culture”, “landscape” and “environment”. Of this evolutionary course -coming from the otherness and going toward the integration between these concepts and the juridical underlying realities- lights and shadows are highlighted, tracing the capabilities of landscape planning with respect to the protection of the primary value of the landscape, the risks and the cautions needed employing management techniques of the landscape restraint shaped on the pluralism of juridical regimes, the objective limits to the applicability of institutions of administrative simplification.
