A common, necessary feature of democracy is that the public power is based on the will of the people, but this feature must be adapted to the peculiar nature of the European Union. In the latter the principles of democracy are shaped both as representative and participative, and they imply the necessity to strengthen the power not only of the European Parliament, but also of the national parliaments. As to the right of the European citizen to participate in the democratic life of the Union, a special focus is given to the Initiative of the European Citizens, and to the practice related to it.

Abstract
