The paper comes from the observation that although there is a multitude of evaluations of the planning of rural development, there doesn’t appear to be a similar number of studies and analyses of “the evaluation” itself and, in particular, of studies and analyses of complex evaluations like those of Rural Development Plans. On the basis of the contents of RDPs mid term evaluations, the level of coherence of evaluative practice in Italy will be examined, in relation with the methodological debate that has grown over the evaluation of programmes as opposed to EU Commission methodological prescriptions. The aim of the work is to verify, on the basis of (meta) criteria, the methodological contents of the mid term evaluation reports of 14 RDPs in the areas of the centre-north of Italy, analysing the evaluation processes rather than outcomes. Through analyses and comparisons of these reports the “quality” of evaluations is reconstructed.
