The paper examines the legislation on the reduction of allowances and attendance fees allocated to the Presidents and board members of non-elective bodies as a part of a strategy to shrink the public financial expenses. The essay examines the constitutional references of this legislation and focuses the jurisprudence of the Constitutional Court. It is also highlighted the inaction especially of the local governments that have not made the cost reductions as they should, as it is clearly pointed out by the Report of the Court of auditors on the coordination of public finance. The paper takes into account, finally, the remedies provided by the Parliament to end the failed application of substantive law by some of the central and local bodies.
