The theme addressed is the relationship between landscape planning and the pluralism of juridical models for the protection of public interests with territorial incidence. Having analysed the limits of organizational models linked to criteria of parallel and differentiated protection and of resolution of the intersections between public interests, from time to time based on the precedence of special planning over general planning and on the mere application of the parameter of hierarchy between public interests or underlying values, in the uniformity of protection it is identified the ratio of state authority in the protection of landscape, awarding to landscape planning the juridical nature and the role of institution of uniform juridical protection and giving to the regional legislation the discipline of the procedures of approval of landscape plans and of the procedures of adjustment of the town planning instruments the reservation of effective participant spaces and co-decider that, guaranteed by the state legislator through the general basic rules, can bestow on them the real configuration of instruments of shared choices and not substantially imposed.
