The labour Government’s full program of constitutional reforms in 1997 provided for the comprehensive reform of the local government, based on the principle of separation of powers and translated in the directly elected mayor model, deemed likely to provide the local government with a strong political leadership, strengthen the local democracy and the accountability of the decision-making process, and free the public services management from the political parties’ dynamic. It is a model organized into an executive authority in charge of local strategic planning and in a board which serves as scrutiniser of the executive activity. As part of the reforming process, the Labour Government has opted for the reorganization of the metropolitan government in London as linking the local government reform to the proposed devolution. The devolution of Greater London is part of a highly asymmetric structure of the British devolution and, though the Government's attempt to reproduce the experiment at the regional level has been unsuccessful, the new London-based formula operates as a laboratory for development policies, able to be emulated by other local experiences in the UK so as to induce the Government to propose the same model in other local government units.
