The article deals with a problematization of current globalization model based on free markets and with theoretical perspectives on the nation-state (Beck, Giddens) to reaffirm the centrality of the ethical and educational problem and to analyze and understand, in a hermeneutic sense, the roots of economic and political issues, in order to promote an active partecipation education to build a political theory able to imagine new elements of commonality with regard to solving collective problems. From a concept of belonging as an element configurating personal identity, Nation State is represented as the only institution which can be linked to citizenship, which sanctions membership of a political community from which civil, political and social rights derive, with a consideration of the issue of citizenship as an identity and community project and not only as a schematic contract of rights and duties between state and citizen. The concept of citizenship is examined in its political implications of poltical citoyen, of humanity, and global and european citizenship. An analysis of the literature on democracy (Bobbio, Rawls,Popper) shows the weakness of procedural democracy as opposed to democracy as not only political but also ethical and social value which should define the " community lifestyle " (MacIntyre) and the “mounerian” common good. Teaching legality (Tockeville) is envisaged as being not sufficient to substantiate the ethical-political education, it’s fostered an education to democracy that has as its task, among others, to make it clear to the subject the need to contribute to the common event and reinforce the principle of shared responsibility in the dimension of having care.
